The government of Uganda with support from African Development Bank (AfDB) and Arab Bank for Economic Development in Africa (BADEA) constructed and still constructing Modern Urban Markets in selected Urban Councils across the Country under Markets and Agricultural Trade Improvement Programme (MATIP).The Development programme is a Government of Uganda strategic investment in the Ministry of Local Government (MoLG) involved in re-construction and improvement of Urban Markets across the Country.
Markets play an important role in the economy by linking producers of Agricultural Products and indeed other Goods and Services to the consumers. Most Markets in urban areas around the country were built way back in the 1940s and 50s and are in an appalling State, often characterized by poor sanitation and drainage systems old and inadequate infrastructure against the needs of ever increasing number of vendors.

Specific objectives include; improving Market place, economic and social infrastructure thus inducing incremental production and Marketing of Agricultural commodities,
The Project Is Implemented Under 3 Components as below;
Under this Component, the following are the targeted infrastructure investments:
Services– space for private service providers such as Banks/ microfinance institutions, clinics/ pharmacies and day-care centers;
Capacity Building: Training and sensitization of the Programme Facilitation Team (PFT), Government staff, the vendors and agro-processors, studies and consultancy services.
Project Management: Provision of vehicles, office equipment and furniture, administrative costs and staff salaries.
Programme governance is the manner in which power is exercised in the management of the project. The project is committed to upholding high standards of programme governance. The guiding pillars of governance under the project include:
The Inter-ministerial Policy Committee (IPC) which is chaired by the Permanent Secretary of MoLG provides policy oversight over implementation. It comprises of Ministries’ Permanent Secretaries and Executive Directors of Government Agencies as follows:
The Programme Facilitation Team, headed by the National Programme Facilitator is responsible for the administration and management of the project and coordination at the national level with the IPC members and any other development partners. At the Municipal level, the Town Clerk, through a designated Programme Support Officer undertakes the role of coordinating the programme implementation in the Municipal, ensuring that the programme is integrated within the Municipal development plans and is implemented in a timely manner.
